St. Clair County official used slurs in racially tinged fight with boy, report says

A St. Clair County Board of Review member used racial slurs in front of a Cahokia police officer to refer to a 14-year-old boy he had fought with, according to a police report.

In the report, Officer Elijah Moyers said Kevin T. Malone, 51, complained that a juvenile boy stared him down and said “[blank] you, white man, why don’t you step into the street?”

Malone said he responded by saying “why don’t you come into my yard [racial slur]?” The juvenile stepped into Malone’s driveway in the 200 block of St. John Drive and punched Malone in the face, according to the report.

A scuffle developed, and several youths allegedly gathered around, but the fight was broken up.

Moyers said he asked Malone to stop using the racial slurs. Malone later vowed to have the officer fired, the report alleged. Both Malone and the boy were charged with disorderly conduct.

The board of review handles real estate tax complaints.

Malone owns property in Cahokia and was in the process of moving to Freeburg when the fight took place.

BELLEVILLE • A St. Clair County elected official was charged on Monday with a hate crime for allegedly shouting racial slurs that incited a fight with a 14-year-old boy.

Kevin T. Malone, 51, was charged with two counts of hate crime. One count was stemming from alleged disorderly conduct for using racial insults to incite a fight, and the other for the fight itself on July 8.

Malone, a board of review member, complained to police that a boy stared him down and said, “(Expletive) you, white man, why don’t you step into the street?”

Malone said he responded by saying, “Why don’t you come into my yard, (racial slur)?” The boy stepped into Malone’s driveway in the 200 block of St. John Drive and punched Malone in the face, according to a police report.

A scuffle developed, and several youths allegedly gathered around, but the fight was broken up.

Cahokia police Officer Elijah Moyers said he asked Malone to stop using the racial slurs. Malone later vowed to contact St. Clair County State’s Attorney Brendan Kelly and have the officer fired, the report alleged.

The boy was arrested for disorderly conduct.

The board of review decides real estate tax complaints from residents. Malone, who had previously been arrested for DUI, remained on the board as of Monday afternoon. He could not be reached for comment.

Malone owns property in Cahokia and was in the process of moving to Freeburg when the fight took place.
